Article 1
The objective of the Festival is to present (and to enable) the international production of touristic and ecological films and to esteem achieved results in this film branch as well as to encourage development of film art and culture. The aim of SILAFEST is to contribute on popularization of touristic and ecological film.
Article 2
SILAFEST is presided by the Council chosen by the founder, the Municipality of Veliko Gradište, Tourist Organization of Veliko Gradište which is entrusted with managing the festival, Alternativa Agency from Belgrade which is the executive producer of the Festival.
Article 3
The Festival is presided by the Council. The Council consists of 12 – 16 members and is elected for the period of two years. The funcion of the Festival Director I s to be one of the Council Members.
Article 4
The Council members are elected by the founder and the organizers of the Festival amongst the eminent people from cultural and public sphere.
Article 5
The duties and Festival Board obligations are:
- to proclaim the Statute and other documents and certifications of Festival
- to proclaim the Regulations about the maintenace of Festival and its conditions of participation and proceeding of official awarding.
- to proclaim the Regulation about work of the jury
- to establish the conception, developed policy of Festival as well as to organize all kind of important cultural manifestation
- to make decision about following:
-the maintance of Festival and Festival proceeding
-awaridng and prizes
-establishing of the jury
-establishing of the other committes or functions (the Festival General Manager, Operational Executive Manager, Selector and a Pre-selection committee)
- before the establishing of the Festival General Programme considers the work of a Pre-selection committee and gives approval on a Festival Programme
- declares financial plan of a festival manifestation
- donosi odluku o trošenju sredstava namenjenih Festivalu.
Article 6
The films which enters the Festival must be submitted in following:
-each film screened by professional technical film or TV manner has to be turned from their original version into BETA SP, VIDEO VHS, DVD, DV, DVCAM, DVCPro, DivX as well accompained by a dialogue list or commentary list in one of these languages: Serbian or English. The running time of films should be preferably no longer than 30 minutes.
Article 7
A Pre-selection committee is appointed by 3 members, and is authorized to select films for the official competition or decide on the presentation of a films in a informative section. A pre-selection committe is appointed by the Festival Board.
Article 8
The films in the competition are judged by International Jury appointed by the Festival Board. The members of the International Jury are experts and they are proposed of the Festival Board.The number of Jury's membership is dependable on a technical requierements. The Jury will nominate its own President. Direktor Festivala ima ulogu koordinatora rada žirija i nema pravo da glasa.
Article 9
The following prizes may be awarded by the Jury:
a) The Grand Prix of the Festival - for the best film on the Festival
b) GOLDEN WAVE and SILVER wave
For best ecology film
For best tourist film
c) GOLDEN PINCUM and SILVER PINCUM for best Serbian film in the category
d) WHITE ACACIA for best directing, best editing, best original score, and best production.
Article 10
Apart from the Awards by the offical Jury, other awards can be given at the Festival by public, cultural, and sports institutions and organizatons, and individuals. Each film which enters the competition will be given a certificate of participation at the Festival.
Article 11
The Jury doesn't have the right to change the propositions of the Festival, by any circum stances.
Article 12
The Festival Board will allowed the entries for the competition for films which has to be completed no longer than 3 years before the official date of the Festival.
The applications for the Festival and the deadline for delivering copies of the film are chosen every year by the Council, and the Council’s decision will be published at the Festival website.
Article 13
The participation of films at the Festival is not subscription conditioned, and any natural or legal person from the country and abroad can participate at the festival for free.The transport and insurance costs of the production from the country origin to the city of Belgrade are covered by the participant.
Article 14
The films are sent to the Selection Committee in the DVD format with the completed application in time appointed for applying.
Article 15
The Festival Council has the right to keep the copies of the films and forward them to educational institutions as their teaching basis. For every screening on Serbian televisions, as well as on special free screenings, the Festival Council must have a special permission by the authors or the producers of the films.
Article 16
The authors, producers and distributors, participants of the Festival denote full acceptance of all the articles of these regulations. The articles of these regulations could be changed for the reasons of appeared technical or operational causes. The changes in the regulations are determined by the Festival Council.
Article 17
Any complaints or disputes that may arise will be resolved by the Festival Board and its decision is final, in accordance with the Serbian and International law.
